This has been proven to be a false "rumor". Two Whereas clauses were even removed from the resolution on this project in recognition that the state grant people did not say this. They have confirmed that this project can be revised. This comment confirms that earlier statements by AAPS and the city administrator have biased people, including council members.

I would much rather see the City not lose the $400,000 grant, and the ability to apply for subsequent grant funding.
