This seems like overreach. It appears that the City Council would like to undo the voters’ decision of 2018. Why does ALL the property currently covered by Section 1.4 lose Public Land designation? Narrow the focus to the specific property needed by the library and put this to voters at a regularly scheduled election.
If Ann Arbor sells its interests to the AAPL for $1 under the guise of public value, what oversight is there over what values will flow to the commercial partners through the library, and will this be fair to the citizens of Ann Arbor? Is the City Council failing in its fiduciary duty to the citizens of Ann Arbor? By making this transfer at less than market value, the City is conferring great value to the AAPL with only vague assurances of value returned to the City.
Would it not make more sense to build a new structure for the AAPL at the 350 S. Fifth Ave. site and re-purpose the current AAPL structure (rather than merely demolish) once the new building is completed?
