The section of this contract outling the "narrowing of the Harding/Wallingford intersection" is NOT based on community participation. The residents of this neighborhood do NOT support the needless narrowing of the intersection. City Council Resolution R-23-330 directs the City Administrator "to use a collaborative model of public engagement for traffic calming schemes" and directs him "to incorporate traffic calming... where a record of crashes, speeding, and/or resident complaints exists, or otherwise suggest a need for calming to enhance comfort and safety for non-motorized uses, regardless of petition status." Two meetings with neighborhood residents winessed strong opposition to the design of narrowing the intersection. There is no record of crashes, speeding, or resident complaints, and no evidence presented that the design will enhance comfort or safely. The proposed design diminishes the attractiveness of the neighborhood and does NOT reflect the wishes of the residents.
