This is a HUGE increase in the number of persons authorized to issue citations. What is the point of this? Is this a money-making scheme, or are there so many unaddressed problems in the city that we need to empower staff and administrators with no training in law enforcement to issue legally-binding citations? I just don't understand the totalitarian bend of this council. Ridiculous, unnecessary and frightening overreach of city authority.
