In my over 30 years of experience, I can speak as an expert that the majority of serious crime at communities is caused by an unapproved occupant, usually a family member with a criminal record who couldn't qualify. We routinely deal with illicit drug use, rape, stabbings and shootings that are directly caused by these unapproved occupants.
