    I support the A2Zero plan, which has been Council's agenda continuously since April 13. Plan approval will not take away single-family zoning. The plan recommends allowing up to four-unit residential buildings and accessory dwelling units by right, but this is a non-binding recommendation. It deserves robust community discussion, but shouldn't torpedo the plan, a fundamentally sound blueprint for reaching city-wide carbon neutrality by 2030, which is official city policy. The pandemic is causing a serious budget shortfall and does bring into question some of the A2Zero plan's assumptions, mainly around transit use. But this shouldn't delay plan adoption either, because the uncertainties don't allow for resolving these questions yet. The plan doesn't lock us into any specific budget commitment. We do need to restore our crumbling infrastructure, but in a forward-thinking way that meaningfully reduces emissions, rather than business as usual. The A2Zero plan addresses that.

    A pandemic where the public is sequestered at home and people are unaware of what is going on is no time to push a drastic plan like this! This is full of changes that affect many unsuspecting people. For example, I am sure most residents will be shocked and angry when they realize that their single-family zoning has been taken away with one broad stroke. This is an outrage and something that should be carefully and deliberately considered. Where is the neighborhood input? Ann Arbor should be figuring out how to survive the pandemic going forward and how it's going to maintain our crumbling infrastructure, not fooling around with this.
